Raymond C. Pilcher, Project Advisor
Mr. Pilcher has devoted his career of 31years to project development and management in the fields of coalbed methane, coal mine methane, and other energy and mineral resources. He is an internationally recognized expert in coalbed/coal mine methane resource assessment and utilization. As president of Raven Ridge Resources, Incorporated (RRR), his experience includes domestic and international project management, economic evaluation, and corporate planning. He is an active participant in all research and development projects undertaken by RRR. Mr. Pilcher manages projects for government and private sector clients looking to explore for and develop CBM and other energy resources. Mr. Pilcher has worked on CMM projects in support of U.S. EPA’s Climate Protection Program since 1990 and is currently the Program Manager for RRR’s contract with U.S. EPA to provide technical support for reduction of methane emissions from coal mining.
Mr. Pilcher is the author and co-author of numerous reports and papers concerning coalbed methane and coal mine methane resource evaluation, economics and marketing. For the last four out of five years Mr. Pilcher has been the chairman of an annual seminar on coalbed and coal mine methane held each spring in Denver. He is a volunteer and the Chairman of the UNECE Task Force on Improving Mine Safety through the Extraction & Use of Coal Mine Methane. He is also a member of the US Government-initiated international Methane to Markets Partnership Task Force charged with developing a Project Expo in 2007, which will bring together CMM opportunities and interested investors.
Mingjie Huang, Project Advisor
Mr. Mingjie Huang is the Director of the Guizhou International Cooperation Center for Environmental Protection (GZICCEP). He has rich experiences in managing international cooperative projects in Guizhou province, China. Since the establishment of this center in 2001, Mr. Huang has successfully managed several projects with various international partners, such as the Ford Foundation, the Canada Fund, and WWF etc. These projects include restoration of abandoned mining areas and sustainable development of zinc industries, environmental education, and biodiversity investigation.
Mr. Huang holds a master's degree in Development Management at the Asian Institute of Management, Manila, Philippines on a Ford Foundation Scholarship. He also holds a master's degree in Ecology at Kunming Ecology Institute of Chinese Academy of Science and a bachelor's degree in Botany in Yunnan University. He is fluent in English.
Mr. Huang serves as the Deputy Director of the Community-based Conservation and Development Research Center (CCDRC) in Guizhou Normal University. He is also a senior member of the Guizhou Participatory Rural Appraisal (PRA) Network.
