China's CBM(CMM) 12th-five Year Plan Released

On the last day of 2011, China released its 12th-five Year Plan (2011-2015) for CBM (CMM) Development and Utilization. To many observers' surprise, this Plan sets ambitious targets for the next four years. On how to overcome the barriers to reach those goals, this Plan did not lay out the details. It is expected to see more measures or policies to follow up to enforce the existing incentives or even increase the incentives.

This Plan sets the following targets by 2015:

l  The numbers of CMM related accident and death drop at least 40% compared to the numbers in 2010;

l  CBM (CMM) production reaches to 30 billion cubic meters, among which 16 billion from surface CBM production and 14 billion from CMM drainage. All CBM shall be utilized and at least 60% of CMM shall be utilized.

l  Installed CMM power generation capacity reaches at least 2,850 MW. CMM is provided to at least 3.2 million households as town gas.

l  There is additional 1,000 billion cubic meter CBM geological reserve explored and two CBM industrial bases are established in Qinshui Basin and the east rim of Erdos Basin.

l  In 2010, the CMM drainage amount was 7.5 billion cubic meters and 2.3 billion was utilized (utilization rate was 31%). This means the CMM production and utilization will have to be doubled within the next four years.
